Eugene Smirnov

Please describe the work that you are doing that you consider to be the most innovative and of the greatest likely long-term significance.

In 1999 Dr. Smirnov established Socio-engineering park “Future Russia” and became its Chairman of the Board. The Socio-Engineering Park as a new type of organization for innovation activity, aimed at initiating and supporting significant positive social changes. The main park’s domains of activities are: promotion of methodologies for innovations, applied methodological disciplines for various areas (politics, economics, science and engineering, education, etc.) and implementing on its basis socially significant projects and programmes, the development of groundbreaking technologies. One of the goals of the park’s activity is to provide change of the dominant technocratic paradigm of innovations activity into social-engineering paradigm, as well as the creating a new infrastructure for innovations in Russia as a prototype of the national innovation system.

One of the overall objectives of Mr. Smirnov’s activity in the area of innovations is active participation in formation of new Russian intellectual elite. Therefore in 2003 he initiated Competition and training programme "Innovations factory " for young managers in science, education and high technologies (under auspices of the Federation Council, Russian Academy of Sciences, Russian Chamber of Commerce and Industry and other organizations) and became the Chairman of the Organizing Committee. Two stages of the Programme are completed. About 700 young people from all regions of Russia participated. The Association of young organizers in the fields of science, education and high technologies was formed on the base of this competitive program.

Along with carrying out competitions within the Programme, the program on project financing of hi-tech projects has been started together with European partners that enables to finance the innovative projects selected during competitions.

Brief Biography

Dr. Eugeny Pavlovitch Smirnov is the President of National Academy for Intellectual and Social Technologies (NGO), the deputy Chairman the Expert Council for Innovation Policy and Development of Human Capital, the Federation Council, Russian Federal Assembly, Chairman of the Board of the Socio-Engineering park “Future Russia” (NGO), Chairman of the Board of the Regional Investors Club (NGO), the director for innovations of the Russian Institute for Artificial Intelligence, the international expert of UNECE/UN on Knowledge Economy.

Born 1946, Dr.Smirnov is a graduate of the Moscow Institute for Physics and Technology (MIPT). In 1970-1979 he worked as Engineer, Senior Research Fellow, Head of the Project, Chairman of the Young Scientists' Council, member of Presidium of Scientific Council in Rocket & Space Corporation "Energy". In June 1973 Evgeny Smirnov defended his doctorate and received his Ph.D. degree. In 1979-1984 he worked as Senior Research Fellow on System Analysis and Computer Aided Design, Central Institute for Aerohydrodynamics. In 1984-1988 he worked as a Head of the Scientific Laboratory on Computer Education of the Institute for Technical Facilities in Training and Books for Education (USSR Academy of Education) and was one of the leaders of State Program for implementation of information technologies in education. In 1988 he worked in the Scientific Council on Cybernetics under the auspices of the Presidium of the USSR Academy of Sciences, to take part in the pilot State Program of informatization of education "School-1" as a Senior Research Fellow of the Council staff. In 1989 Dr.Smirnov established INTELTECH - First Small Enterprise in Moscow. In 1991 he was invited as General Director of the Federation for Support and Development of Small Business in the former USSR (NGO). In 1992-1994 Dr.Smirnov worked as Executive Director of the Centre for Reconciliation - non-governmental non-commercial organization founded by members of the Russian Parliament and representatives of executive authorities. At the same time until October 1993 he worked as an expert of the Committee on Foreign Affairs and Foreign Economic Relations. In 1994 he worked a counsellor Foreign Affairs Committee, Federation Council (upper chamber of the Russian Federal Assembly) and Executive Secretary of the Expert Council of the Committee. He was appointed as a member of the working group for cooperation between the Staff of the Russian Federal Assembly and the US Congressional Research Service. Since 1995 he is the Editor in Chief of the periodical “Russia and world: political realities and perspectives”, issued by the Experts’ Council of the Foreign Affairs Committee, the Russian Federation Council. In 1996-1998 Dr.Smirnov worked as a counsellor of the Deputy Chairman of the Federation Council and the Deputy Chairman of the Independent Expert Council for Strategic Analysis of Problems of Foreign and Domestic Policy under the Federation Council of the Russian Federal Assembly. In 1998 Dr.Smirnov was elected as President of the National Academy of Intellectual and Social Technologies (NGO) which was established by the members of Independent Expert Council for Strategic Analysis of Problems of Foreign and Domestic Policy under the Federation Council of the Russian Federal Assembly and Chairman of the Board of the Regional Investors Club which was established by the members of the of the Federation Council – heads of several Russian regions. In 1999 Dr. Smirnov established Socio-engineering park “Future Russia” and became its Chairman of the Board. Since 2003 Mr.Smirnov is the Chairman of the Organizing Committee of the Competition and training programme "Innovations factory " for young managers in science, education and high technologies under auspices of the Federation Council.
